The U.S. Commerce Department has determined that Indian exports of stainless steel flanges (used for pipelines) were dumped at rates of up to 145% and subsidized at 256%. The case has already deterred imports from India which fell 63% in the three months to June 30 on a year earlier and slumped to the lowest in more than a decade in July. Indian exporters meanwhile have moved onto other markets with shipments to Europe surging. In June shipments from India to Belgium rose 5x on a year earlier with Netherlands-bound volumes up 3x.
