There’s little likelihood of the Trump administration’s section 232 tariffs on steel and aluminum being removed in the coming year. The WTO won’t complete its review of complaints against the tariffs until at least autumn 2020, while the average utilization of U.S. steel mills has fallen below 80%. Furthermore U.S. imports of aluminum and steel rose by 24.7% and 1.4% year over year respectively in July.
