The U.S. Commerce Department has found that Chinese manufacturers of stainless steel are dumping the product at rates of between 64% and 77%. While a final determination of rates is not due until November 25, imports from China already fell 89% in July vs. April’s peak. Other importers have compensated. Shipments from Taiwan jumped 73% and from France by 13% to compensate in July, while August imports are only 1.7% lower than a year earlier.
