Oil Spending, Not EC Duties, Matters to Chinese Pipe Exports

The European Commission will apply duties of up to 81% on Chinese exports of large-gauge seamless pipes, a move that has (unsurprisingly) been criticized by China. The EU is looking to become tougher on trade with China more generally. This case is not hugely relevant for exporters including Yangzhou Chengde and Hubei Xinyegang, with Panjiva data showing EU imports of seamless pipes more broadly only being 4% of Chinese exports in the past 12 months. The bigger issue is the state of the oil industry, with total exports down 27% in September on a year earlier.
