The Court of International Trade has ruled against a Commerce Department decision to implement tariffs against corrosion resistant (CORE) steel from Taiwan. That’s largely a technical rather than political process, but does illustrate the regulatory uncertainty in supply chains that can apply even after a case is completed. Such appeals can also include NAFTA and WTO dispute settlements. The case had been partly successful, with imports of CORE steel having fallen by 29% in 2016 vs. 2015.
