The U.S. ITC has made a final decision that South Korean phosphor copper dumping has materially damaged domestic industry. That follows a review that started in March 2016. While exports initially fell, dropping 65% in the three months to October 31 on a year earlier Panjiva data shows, they have since recovered. The 19% rise in the first quarter on a year earlier suggests either an expectation of the case’s failure, that duties may be minimal or a move to alternative import forms. The case is relatively small and so may not get tied up in a broader review of the KORUS trade deal.
