Duties May Not Be Enough to Keep Collar on Flanges

The U.S. has decided on a preliminary basis to apply countervailing duties of 3% to 4% on imports of carbon steel flanges from India. Imports have already fallen, by around 17% in the three months to October 31 according to Panjiva data. Yet, the value per ton of the products concerned can vary by an average 3.5% on a month to month basis anyway. This raises the question as to whether the duties will be effective in the longer term.
