The U.S. ITA has found that China has been subsidizing exports of water treatment chemical HEDP by up to 36%. Panjiva data shows imports spiked in May, though are down 18% vs. a year earlier in July. The main beneficiaries may be Indian companies, who have exported little to the U.S. since early 2014.
