Maersk’s APM Terminals is having to shift containers from the Port of New York and New Jersey to the Port of Norfolk to deal with congestion issues. That’s one of several ports facing congestion issues where the operators and container-lines face costly alternatives. New York saw inbound volume growth of 13.0% year over year in 4Q and 2.4% in January. Norfolk by contrast grew by just 0.3% in 4Q.
