The first round of NAFTA talks included 24 different topics and a commitment to an “ambitious outcome”. It’s clear that a full review, rather than a goods-focused transactional update will be pursued. Revised dispute settlement may need to be agreed first, and could provide more negotiating time. The U.S. must submit trade-law changes to the House Ways & Means committee for six months of review before a deal can be signed.
