Russia did not receive an exemption to the U.S. section 232 duties on steel and aluminum, and is in the process of putting together retaliatory tariffs. At the same time Russian-based steelmaker Severstal is challenging the decision at the U.S. CIT. Russia was the second largest supplier of the products covered by the two reviews after Canada. It is also the largest non-exempt supplier with shipments worth $3 billion in the 12 months to January 31.
