Steel Cheating Decision Made After Switch Visible For 26 Months

The U.S. Commerce Department has ruled that shipments of corrosion resistant and cold-rolled steel from Vietnam were in fact based on substrate from China, and as such avoided tariffs applied against China. Duties will be applied depending on a final decision due in February. Panjiva data shows the shift in supplies from China to those from Vietnam appeared visible since at least October 2015 for corrosion-resistant steel. They picked up significantly from July 2016.
