President Joe Biden has proposed stricter “Buy American” rules that will see an increase in U.S.-content requirements in federal purchases to 75% from 55% currently. There’ll also be “enhanced price preferences to select critical products and components” which may be seen as a subsidy for onshoring. The rules will likely be challenged by other countries under WTO Government Procurement Agreement rules.
