The U.S. International Trade Commission has released a report on the effectiveness of the Jan. 2018 safeguard tariffs on solar panels. Commissioner Jason Kerns has stated that the tariffs will continue to struggle against “seemingly permanent trade‐distorting foreign industrial policies on a massive scale” and that this lessens the chances of manufacturing moving back to the U.S. Panjiva data shows that imports of solar panels from China fell after the tariffs were enacted, but that shipments from Malaysia and other countries increased to fill the gap.
