The U.S. Department of Commerce has affirmed its decision that cut-to-length steel from eight countries, including South Korea, was dumped in the U.S. at margins of up to 54%. Rate orders will be issued on May 22 in a case that started in April 2016. It is difficult to see the Trump administration continuing such protracted reviews. In this instance while imports fell 70% in January vs. March 2016, shipments from South Korea increased 209% in January on a year earlier.
