EU Forces China to Pipe Down, Though Steelmakers Have Bigger Problems

The European Commission will implement definitive duties of up to 55% on Chinese exports of large-scale stainless steel pipes. That follows an earlier ruling in November, in a case going back to February. China has indicated this does not follow the EU’s WTO commitments. Panjiva data shows the case is not a big deal for the producers involved – the EU was just 2% of Chinese exports of the product. The bigger issue is that global demand has fallen, with shipments now 53% below their peak. The market is also highly fragmented, with no market accounting for more than 12% of exports.
