U.S. Treasury Secretary Mnuchin has indicated that President Trump’s prior threat to restrict trade with any country that trades with North Korea has been converted into an Executive Order. While the statement suggests its use isn’t imminent, the clear target is China. China accounted for 86% of North Korea’s total trade flows in 2016, but the measures would also capture India, the Philippines, Russia and Thailand. So far sanctions have cut, but not slashed trade.
