The U.S. ITC has received its first anti-dumping petition since the end of January, in the form of a complaint against Vietnamese laminated woven sacks. The case is unusual in specifically targeting one country, as well as having a wide range of “also entered” categories that indicate a concern about subsequent circumvention via relabelling. It’s a relatively small case, with just $31 million of imports in 2017, of which Vietnam accounted for 69% of the total. While imports rose 25% in 2017, they have fallen 22% in the three months to February 28 vs. a year earlier.
