The Chinese government has reportedly issued a draft law that will create a new export quota management system for rare earths that are used in the production of renewable energy, transportation and defense equipment. That followed WTO cases that required a change in China’s export rules in May 2015 and coincides with the Biden administration’s push to build resilience in critical material supply chains.
