U.S. Skips Tire Tariffs as China Crushes Foreign Competition

The U.S. ITC has decided not to levy tariffs on Chinese truck and bus tire exports, even though Commerce had ruled that dumping has occurred. That is likely because total U.S. imports of the products concerned have fallen. In January they were 35% below their April 2015 peak having fallen for 10 out of 11 months. Chinese exports however climbed to a record in November, and were 36% of the total in January. It has been Thai and Japanese producers, not Americans that have therefore lost out to Chinese competition.
